ECS Releases Report on Effective K-3 Education Policy

In July 2016, the Education Commission of the States (ECS) convened a group of national experts in K-3 education to identify key levers for improving early education at the state level. As ECS notes, “of the 2.5 million students who dropped out of high school in 2015, 1.6 million were firmly set on that trajectory when they were just 8 years old.” The recommendations provided at the convening led to the development of a recent publication, “K-3 Policymakers' Guide to Action: Making the early years count.”

The report recommends that education experts examine six key policy areas when considering new K-3 approaches under the Every Student Succeeds Act: funding, mandatory attendance, workforce development, continuum alignment, curriculum and assessment, and accountability metrics that aren’t student based. Particularly related to the arts and humanities, the report recommends that:

  • K-3 teachers receive training in “social emotional development and the arts”
  • Lawmakers adopt statewide, measurable standards for social and emotional learning
  • Policymakers ensure that literacy development is “recognize and supported statewide as a unique gateway to academic success”
